The experience which they have had in the other British Colonies,
has shown that it is more
economical to contract,
even at a
high
rate, for
the execution of the printing which is required for the Government than to look out for persons from the Community, and to form an establishment at the public expense.
Under these circumstances, they are of opinion that they should call for
tenders from the persons
residing in the European settlements in China, and should make a contract
